Why isn't there one service that combines rss reader and bookmarking?

Can someone please explain RSS to me? I just don’t get it and I’ve been using Firefox since it was Netscape Navigator 2.0

Someone can publish a list of updates in a computer-friendly XML format at a given URL.
An RSS client polls it periodically for updates, maybe notifies a the client’s user when new updates show up, tracks which they’ve viewed.
Some people use it to provide notifications when their blog has new entries. Some to notify about new podcast episodes. I’ve seen it used to provide notifications of new BitTorrents being started on a tracker.
