my room-temperature take is that you don't need a custom ROM to do this
the same end result can be accomplished on stock android with an on-device "account vault" style app using a common API to communicate with other apps that support that SSO schema, no system access or custom ROM required

some dual-sign crypto wallets and bank 2FA apps already do this all the time, this part isn't new
what would be new is a standard API for arbitrary third-party apps to communicate with that vault

centralizing your OS around any SSO solution is bad imo
what is good is having a generic way for apps to communicate (which already exists in stock android) and building on top of that
nothing about SSO is sacred enough to be part of your OS
your phone is a general-purpose computer, use it as one

in short, i don't believe that your OS needs an identity layer in the first place
leave that job to the apps running on top of the OS, don't lock users' choice into a single set of valid options
