Could I upgrade my display?

I am the owner of an HP ENVY Laptop 16-h1000 series laptop. There are three display options for this laptop: a non-touchscreen sRGB LCD, a touchscreen sRGB LCD, and a touchscreen OLED display with a better screen resolution and colour range than the last two (Display P3). All three displays are the exact same size. I unfortunately got the touchscreen LCD, which I realised 1.5 years after buying this laptop, so it’s too late to return the laptop now. Would it work if I ordered a replacement for the OLED screen and swapped out the LCD as an “upgrade”?

How do phones find the city of a phone number?

I’m writing a program that can find info about a phone number. One problem appears to be that Google’s phone number library doesn’t provide enough info. For instance, take this number: +1 (613) 745-1576. My iPhone correctly says “Ottawa, Ontario, Canada”, while Google’s library doesn’t return the city? How does my iPhone pick this up but not Google’s own library? Is this provided by cell carriers? Is it something with the 745 block? If so, where can I find this info?
