I agree with that sentiment but I do think that is quite similar to how copyright was/is handled and a lot of laws end up. If there is a law that, in it's ideal form would benefit the most, you can be sure it will be stripped down so much, it will essentially be turned ineffective just to serve the rich and powerful (so much for democracy..)

I would say AI(Generative AI in particular) is a means of further consolidating power towards the top, similar to how industrial machinery made it harder for individuals to own their means of production. (Except that the machinery did have more use cases IMO, but that's a different story. I think the luddite movement had a point though)
