that's the voluntary part, isn't it. "Hey you guys are behaving in a way that we don't like, so we will stop trading or exchanging with you."
In the Chicom sense (not that you are a Fox Republican, but you get what I mean) it would be as easy as "No thank you, we don't allow Chinese people into our community."

a category error here? Aggression in the ancap sense is violation of property rights etc. If the Chinese are not violating anything, you still can and have to defend exactly the same way a government can (and failed to, in our case). "We have to check every single ship coming from China because you keep smuggling fent." If the Chinese agree, the subversion is neutralized. If they don't, you can stop associating.
